This “High-Tech Film,” developed in the High-Tech Industrial Development Zone, intelligently adjusts its light transmittance and reflectance in response to ambient temperature, aligning with the trends of energy conservation, emission reduction, and green building. It has been validated by several industry-leading manufacturers, with its mass-production stability and consistency receiving high acclaim. The product is widely used in new-energy vehicles, green buildings, consumer electronics, and other fields, and the company has established stable supply partnerships with leading firms such as Purenofee. At the same time, the company is accelerating its expansion into overseas markets in Japan, South Korea, and Southeast Asia. Currently, the enterprise has entered a phase of rapid growth: revenue surged from RMB 20.71 million in 2024 to over RMB 30 million in 2025, demonstrating the effectiveness of the Yongjiang Science and Innovation Elite Program’s talent-development model.

The successful upgrade of Jiuxin New Materials is a vivid demonstration of the High-tech Zone’s pioneering, city-wide “5-Dimension + 4-Indicator” dynamic evaluation system for talent programs. Instead, it uses five dimensions—such as revenue scale and market financing—as the basis for project upgrades and conducts annual evaluations across four indicators, including project investment and talent recruitment and development. This approach ensures that project rankings can be both upgraded and downgraded based on performance, with superior outcomes receiving enhanced benefits, thereby enabling high-quality enterprises to receive more targeted policy support.

As a flagship talent-development initiative of the High-tech Zone, the “Yongjiang Science and Innovation Elite” program serves as a core lever for attracting high-caliber science-and-innovation talent and nurturing high-end entrepreneurial ventures. The Zone steadfastly adheres to performance-based criteria, industry–talent integration, and ecosystem empowerment, providing end-to-end support to talent-driven enterprises. Since 2024, the High-tech Zone has successfully implemented the Yongjiang Science and Innovation Elite programs for both 2024 and 2025, receiving more than 500 project applications in total. Through two selection mechanisms—centralized review and standardized accreditation—the Zone has approved and supported a total of 64 projects, with an overall implementation rate approaching 90%, effectively achieving “approval equals implementation.” Among the approved projects, 18 have been selected for higher-level talent programs, and two have been upgraded to standard-scale operations, thereby becoming a pivotal force driving regional industrial innovation.
