Jiuxin New Materials has been selected for the 2024 High-tech Zone Yongjiang Science and Innovation Elite Program. Since its establishment in the zone, the company has focused on the optical film sector and swiftly emerged as a pioneer in domestically developed functional-material–infused PET heat-insulating films. Under the leadership of CEO Zeng Weihua, the company has directly addressed industry pain points such as the limited functionality and inadequate temperature-control precision of conventional heat-insulating films. It has independently developed an optical-film-system simulation-design platform and a multi-target magnetron sputtering system, enabling precise customization of highly complex film structures with more than 30 layers. The intelligent temperature-control heat-insulating film it has developed achieves synergistic optimization of core performance metrics—including high light transmittance and superior thermal insulation—with key indicators reaching leading domestic levels.

It has independently developed an optical-film-system simulation-design platform and a multi-target magnetron sputtering system, enabling precise customization of highly complex multilayer film structures with more than 30 layers. The intelligent temperature-control heat-insulating film it has developed achieves synergistic optimization of core performance metrics—including high light transmittance and superior thermal insulation—with key indicators reaching leading domestic levels.
This “High-Tech Film,” developed in the High-Tech Industrial Development Zone, intelligently adjusts its light transmittance and reflectance in response to ambient temperature, aligning with the trends of energy conservation, emission reduction, and green building. It has been validated by several industry-leading manufacturers, with its mass-production stability and consistency receiving high acclaim. The product is widely used in new-energy vehicles, green buildings, consumer electronics, and other fields, and the company has established stable supply partnerships with leading firms such as Purenofee. At the same time, the company is accelerating its expansion into overseas markets in Japan, South Korea, and Southeast Asia. Currently, the enterprise has entered a phase of rapid growth: revenue surged from RMB 20.71 million in 2024 to over RMB 30 million in 2025, demonstrating the effectiveness of the Yongjiang Science and Innovation Elite Program’s talent-development model.

The successful upgrade of Jiuxin New Materials is a vivid demonstration of the High-tech Zone’s pioneering, city-wide “5-Dimension + 4-Indicator” dynamic evaluation system for talent programs. As Ningbo’s hub for talent development and a testing ground for innovation, the High-tech Zone has broken with the traditional “one-time assessment, lifelong status” model for talent projects. Instead, it uses five dimensions—such as revenue scale and market financing—as the basis for project upgrades and conducts annual evaluations across four indicators, including project investment and talent recruitment and development. This approach ensures that project rankings can be both upgraded and downgraded based on performance, with superior outcomes receiving enhanced benefits, thereby enabling high-quality enterprises to receive more targeted policy support.

As a flagship talent-development initiative of the High-tech Zone, the “Yongjiang Science and Innovation Elite” program serves as a core lever for attracting high-caliber science-and-innovation talent and nurturing high-end entrepreneurial ventures. The Zone steadfastly adheres to performance-based criteria, industry–talent integration, and ecosystem empowerment, providing end-to-end support to talent-driven enterprises. Since 2024, the High-tech Zone has successfully implemented the Yongjiang Science and Innovation Elite programs for both 2024 and 2025, receiving more than 500 project applications in total. Through two selection mechanisms—centralized review and standardized accreditation—the Zone has approved and supported a total of 64 projects, with an overall implementation rate approaching 90%, effectively achieving “approval equals implementation.” Among the approved projects, 18 have been selected for higher-level talent programs, and two have been upgraded to standard-scale operations, thereby becoming a pivotal force driving regional industrial innovation. In addition, the Zone has innovatively deepened the “competition-based evaluation” and “investment-based evaluation” models, established a digital and intelligent management system, put in place a coordinated “grant–investment–loan” technology-finance framework, and developed a multi-tiered housing-assistance system for talent, thus providing comprehensive support and safeguards for talent-led entrepreneurship.
Looking ahead, the High-tech Zone will continue to enhance the reputation of the Yongjiang Innovation and Entrepreneurship Elite Brand, further refine the dynamic evaluation mechanism for talent-driven projects, take Jiuxin New Materials as a benchmark to nurture more high-quality innovation and entrepreneurship enterprises, fully leverage its role as Ningbo’s experimental platform for innovative talent initiatives, promote the deep integration of talent development with industrial growth, and lay a solid foundation for building Ningbo into a premier hub for talent-driven entrepreneurship and for advancing key industries such as new materials toward the high end of the value chain.
